Off the Radar

The notion that African American interests are off the radar means that influential institutional decision-makers, the majority of whom are white, are unaware of how practices and policies might be negatively affecting black people. Being off the radar means African American interests are less likely priorities and African Americans are, perhaps unintentionally, overlooked. Being off the radar prevents black people from gaining full access to resources and opportunities on college campuses.
